Tabards will not be getting the same over haul as pets and mounts but a new Tabard vendor in Dalaran will be selling cheap replacements.
In his own words:

There really is no reason to hang on to them unless you’re wearing them.

Quest and attunement items from old world content are also being re-worked, albeit the changes will not be available when WotLK launches.

We have plans for these items (and getting them out of your bags). Unfortunately, we won’t be able to get to it in time for Wrath of the Lich King, but we do want to eventually address how these work.
